How Ukraine Became a Digital Leader During a War

Despite war and global disruptions, Ukraine has transformed itself into one of the world’s most advanced digital nations. A major part of this digital success story is a mobile app called Diia, which means “action” in Ukrainian. This app now lets users access over 40 government services and 30 types of documents, all from their smartphones.

The digital shift began in 2019 when the Ukrainian government launched the Diia app with basic services like driver’s licences. The platform gained more popularity during the pandemic as it added Covid certificates. Even with the full-scale invasion by Russia in 2022, development didn’t stop. The app now supports services such as tax payments, car registration, and even marriage applications. Citizens can also participate in fun features like voting in national music contests.

There’s also a Diia web portal with 130 services for citizens and businesses. Today, over 22 million Ukrainians use Diia regularly, and it’s seen as one of the most advanced e-government platforms in the world.

One reason for Ukraine’s rapid digital growth is its strong tech talent. The country has a large pool of skilled software engineers, many with international experience. These experts helped build Diia for just a fraction of the cost compared to Western nations. According to government estimates, development costs were only five to ten million dollars.

What makes Ukraine’s digital system so effective is its smart infrastructure. Before building the app, Ukraine developed a data exchange system similar to Estonia’s. This allows easy access to user data across departments without needing to ask citizens for the same information again and again. It means services are faster, easier to use, and more cost-effective.

During the war, Ukraine added about 15 new services to Diia, including applications for property damage compensation and even tools for reporting enemy troop locations. The sense of urgency in wartime helped speed up digital development, reducing red tape and encouraging faster results.

Looking ahead, Ukraine plans to add artificial intelligence to its digital services. The goal is to make interactions even smoother by guiding users through steps using AI. However, experts warn that strong data and proper training are essential for AI to work well.

Ukraine’s digital journey shows how innovation, urgency, and talent can build something powerful—even in the toughest times.
